要旨：
城原川流域には、前近代の防災装置といえる越流堤 (野越し)が9箇所確認できる。これらは堤防の一部を低くし、河川堤防から水を溢れさせることで堤防の決壊や下流部への洪水を軽減させようとするものであり、浸水に対する在来知といえる。これからの野越しの一部が昭和後期に、かさ上げされ、豪雨時の越水が少なくなったことなどにより、城原川の周辺地域の宅地化が進んだと考えられる。
本稿では、城原川流域の新興住宅地及び施設(福祉、 学校、工場)が、一部を除き比較的小規模な住宅地を既存集落周辺に順次追加するように進む市街化の過程やその実態を明らかにし、加えて、豪雨時における問題点を整理した。
Abstract：
In the Jyoubaru River basin, nine overflow dikes (nogoshi), which are pre-modern disaster prevention devices and can be considered traditional knowledge, have been confirmed. These are intended to reduce the collapse of the dikes and flooding downstream by lowering part of the dike and allowing water to overflow from the river dike.
These nogoshi were raised in the late Showa period, reducing overflow during heavy rains. This is thought to have influenced the development of housing in the areas surrounding the Jyoubaru River, but the details have not been made clear.
The main purpose of this paper is to clarify the process and actual situation of the location of new residential areas and facilities (welfare, schools, factories) in the Jyoubaru River basin, and to consider the issues that arise during heavy rains.
