要旨:
近代土木技術を用いた堤防の整備や治水ダムの建設が進んでも大規模な水害は後を絶たない。一方、近代的な土木機械を使わない水防技術は近年注目されつつあるが、地域住民による水防活動が低調となった結果、 伝統的な技術は継承されずに失われつつある。本発表では、『川除仕様帳』 (1720)に見られる伝統的な水防技術、特に堤防が決壊した場合に破堤箇所を修築する技術に注目して報告する。

Abstract:
Even with the development of embankments and flood control dams based on modern civil engineering, floods and inundations continue to bring about considerable damages throughout Japan. Although traditional flood fighting techniques that do not use modern machinery have attracted attention in recent years, they are being lost as a result of the decline of flood fighting activities at the local level. This presentation focuses on traditional flood fighting techniques, in particular the technique of repairing a breach in case of dyke failure, found in Kawayoke Shiyōchō (Specification Book for River Protection, 1720), a historical document from early-modern Japan.
