赦书在文书传递体系中是属于中央以皇帝名义发往地方的下行文书,其制定是依托于多元化的信息展开的决策行为,包括臣僚对赦书内容的奏请,宰执进行采集、审核、分类、 加工,皇帝对赦书内容的最终审定,以及任命翰林学士起草赦书首、尾词等步骤,这个过程勾勒出信息的流动、文书的形成以及权力的运作机制。
Abstract：
In the document transmission system, the amnesty letter belongs to the downward order document sent by the central government in the name of the emperor to the local authorities, and its formulation is based on the decision-making behavior of diversified information, including the request of officials to the content of the amnesty letter, the collection, review, classification, and processing of the censor, the final approval of the content by the emperor, and the appointment of Hanlin scholars to draft the first and last words of the amnesty letter. This process outlines the flow of information, the formation of documents, and the operational mechanism of power.
